Madison Bike Winter Fashion Show

Yesterday was the Madison Bike Winter Fashion Show at Machinery Row. About 10 models gave pointers on what to wear and why. One model even sewed her own zipper in the back of a jacket to make it easier to ride.

Thinking of a winter ride. Check out the Milwaukee Santa Rampage Ride 2011. Looks like it starts at 10:00 a.m. this year at Cafe Hollander. This ride was a blast last year with stops at various unique establishments around Milwaukee including one bar that had a polka band.

Wisconsin Cyclocross

Here is the new run up at Badger Prarie. It got tested out this past weekend for the regional championships here in Verona. The run up is included on the course map for the January 4-8 National Cyclocross Championships in Verona. For all the info check the USA Cycling National Cross Page.

Racing begins on Wednesday January 4, 2012 with the non-championship races, and ends on Sunday January 8, 2012 with collegiate and elite racers.

La Crosse Area Bicycling

Please enjoy a few photos from a recent ride up Grandad's Bluff and the Elroy Sparta Trail. Sparta is referred to as the bicycling capital of America. Although Davis, California also claims to be the bicycling capital of America, last time I checked, Davis didn't have a 3,200 foot tunnel to ride through, or the first ever U.S. abandoned rail corridor converted into a recreational trail (1965). Kind of reminds me of the Californians trying to claim they are the dairy capital and have happier cows.

1. How are people reacting to the B-cycles in Madison?

Overall we’ve seen a very positive reaction from people as B-cycles have gone in. Reactions range from curiosity to genuine excitement. While we occasionally get skeptical reactions from some, this skepticism generally fades away after they’ve tried out the B-cycles or the understand more about the program, how it works, and what its goals are. People are astonished at how quickly the stations have gone in, and also at how many stations are in Madison already—currently 24 active stations and nearly 300 B-cycles.

2. What is the best thing about having B-cycles here in Madison?

Imagine the sense of freedom you first experienced when you learned how to ride a bike—the ability to get anywhere you want to go using the simple power of your own body. Now imagine having that sense of freedom available to anyone who wants to take advantage of it, anytime they are in downtown Madison. Need to get to a meeting on the other side of the Capitol? B-cycle. Want to get to a new restaurant downtown without the hassle of parking a car? B-cycle. Visiting Madison and want to experience the city on two wheels? B-cycle. With B-cycles spread throughout the downtown you are always a short walk away from getting anywhere you want on a bike.

3. What changes will people see in the future?

We are always looking for ways to improve the system and user experience. As for concrete changes we are planning for, expect to see GPS tracking devices added to all the bikes in the system for 2012. This will allow users to log-in to their online profile and see a map of where they biked using the B-cycle, in addition to up-to-date information on miles bikes, etc. We will continue to add more stations throughout 2011 and into the start of the 2012 season.

4. Areas with mandatory helmet laws (other countries) have noted decreased participation, do you think the fact people can ride without helmets helps increase usage?

Needing to bring your own helmet would definitely serve as a barrier for some people using the system, so having the option to legally ride without a helmet adds a level of convenience for our program.

5. Currently it seems most stations are close to downtown, is there any plan for b-cycles expansion to suburbs or outer limits of the many bike trails?

Station density is an important component of our station configuration, but we are always looking to expand the stations in ways that can benefit the system as a whole.

6. How does B-cycle strengthen the Madison cycling community and make Wisconsin a better state for bicycling?

The goal of bike sharing programs is to get more people on bikes by making it quick and convenient to do so. By placing bikes on convenient locations throughout the city we are removing one major barrier to them taking a trip via bicycle—you are always just a short walk from getting on a bike in Madison’s downtown. What is great about our program is that it is easily accessed by all sorts of people, whether they are regular bikers or if they have not been on a bike in years. More people on bikes is good for the cycling community, Madison, and Wisconsin as a whole.

What: Polices designed to enable safe access for all users of roads

Why: These policies help ensure that engineers and planners consider all users of roadways including children, elderly, walkers, bicyclists, busses, wheel chairs and everything in between. In addition to making the roads safer for everyone, complete streets policies also make transportation more efficient, economical, reduce obesity, tie communities together, attract tourists, decrease pollution, and increase quality of life.

When are they used: During planning and design of roadways

Examples of multiple uses of roadways: Shared use paths, ramps for wheelchairs, bus shelters, bike lanes, bike boulevards, traffic calming, speed bumps, one way streets, bus only lanes, contra flow bike lanes, bike boxes, bicycle signal lights.

Wisconsin DOT has a great slideshow summarizing the Wisconsin State Complete Streets Law with examples, policy considerations and exceptions. La Crosse, WI (near the home of the first ever rail to trail conversion) implemented a complete streets policy in August 2011.

Big Turnout for Madison Pre-Season Cyclocross Race

On Saturday, about 70 racers who couldn't wait until the official start of Cross Season- October 1, 2011 showed up at Badger Prairie in Verona for a pre-season beginner clinic and racing. The weather was perfect, racers supportive, and course was fast with a couple very sharp turns.

UW Police "Getting Around Madison"

Madison Bicycle Parking

Leading the way for the rest of the State, Madison has implemented a bike corral on King Street. The corral has room for ten bikes, takes the place of previous car parking spots, and frees up space on the sidewalk for walkers. Other innovative bicycle friendly measures in Madison include bike boxes, bike boulevards, ghost bikes, ride of silence, world class racing, bicycle specific signals, and one of the best commuting trail systems you will find anywhere. Thanks to those who keep improving the bicycling for the rest of us.

Regarding bicycle parking in Madison see generally Madison Ordiance 28.11 et. seq.

Bicycle parking facilities shall be provided as required for all new structures and

uses established as provided in Sec. 28.11(2)(a)1. or to changes in uses as

provided in Secs. 28.11(2)(a)2. and 3.;

Size. Off-street parking spaces shall comply with the minimum width, length and access requirements as specified in Sec. 10.08 of the Madison General Ordinances. Required bicycle parking spaces shall be at least 2 feet by 6 feet. An access aisle of at least 5 feet shall be provided in each bicycle parking facility. Such space shall have a vertical clearance of at least 6 feet.'

Bicycle Parking Facilities. Accessory off-street parking for bicycles shall include provision for secure storage of bicycles. Such facilities shall provide lockable enclosed lockers or racks or equivalent structures in or upon which the bicycle may be locked by the user. Structures that require a user-supplied locking device shall be designed to accommodate U-shaped locking devices. All lockers and racks must be securely anchored to the ground or the building structure to prevent the racks and lockers from being removed from the location. The surfacing of such facilities shall be designed and maintained to be mud and dust free.'

Bicycle parking facilities shall be located in a clearly designated safe and convenient location. The design and location of such facility shall be harmonious with the surrounding environment. The facility location shall be at least as convenient as the majority of auto parking spaces provided."

Bicycle parking facility spaces shall be provided in adequate number as determined by the Zoning Administrator. In making the determination, the Zoning Administrator shall consider when appropriate, the number of dwelling units or lodging rooms, the number of students, the number of employees, and the number of auto parking spaces in accordance with the following guidelines (see chart at left).'

Judge Dismisses Bicycle Lane Lawsuit

It turns out not all drivers want to see bicyclists outside of traffic lanes. The "Seniors for Safety" and "Neighbors for Better Bike Lanes" sued the New York DOT trying to get a judge to "annul" the DOT's decision to implement a two way parking separated bike lane. One of the allegations was that the DOT failed to consider the concerns of the community and appropriateness of the bike lane and failed to consider less obtrusive alternatives. The lawsuit alleges the DOT's justification of the bicycle lane as a "traffic calming measure" is an oxymoron.

The lawsuit was dismissed based on a determination that the Seniors for Safety and Neighbors for Better Bike Lanes waited too long to file it-missed the s.o.l. Here is a copy of the lengthy complaint trying to get rid of the bicycle lane. It appears members of the community were upset about the design of the lane and they alleged the bicycle lane was dangerous for various reasons.

Similarly, in Memphis Tennessee, there is ongoing disagreement over dedicated bicycle lanes with some business owners objecting because the bike lanes will limit motor vehicle traffic down from four to two lanes.

Wisconsin has several bicycle lane related laws. For example, drivers of motor vehicles may not drive upon a bicycle lane or way except for enumerated reasons and then only after yielding to bicyclists.

346.94 (12) Driving on bicycle lane or bicycle way. No operator of a motor vehicle may drive upon a bicycle lane or bicycle way except to enter a driveway, to merge into a bicycle lane before turning at an intersection, or to enter or leave a parking space located adjacent to the bicycle lane or bicycle way. Persons operating a motor vehicle upon a bicycle lane or bicycle way shall yield the right-of-way to all bicycles and electric personal assistive mobility devices within the bicycle lane or bicycle way.

Make Your Bicycle Light Up Like a Glow Toy

Check out this great new idea for bicycle wheel lights that increase visibility and also light up the road for the bicyclist. It seems very helpful for side visibility compared with the standard front and rear lights.

In Wisconsin, the law requires bicycle operators during hours of darkness to have a white front lamp visible from 500 feet and a red rear reflector at least two inches in surface area visible between 50 and 500 feet when under lawful upper beams form a car. What are hours of darkness? What if the red reflector is visible from 25 feet but not 495? Are upper beams the same as brights?

(1) No person may operate a bicycle, motor bicycle, or electric personal assistive mobility device upon a highway, sidewalk, bicycle lane, or bicycle way during hours of darkness unless the bicycle, motor bicycle, or electric personal assistive mobility device is equipped with or, with respect to a bicycle or motor bicycle, the operator is wearing, a lamp emitting a white light visible from a distance of at least 500 feet to the front of the bicycle, motor bicycle, or electric personal assistive mobility device. A bicycle, motor bicycle, or electric personal assistive mobility device shall also be equipped with a red reflector that has a diameter of at least 2 inches of surface area or, with respect to an electric personal assistive mobility device, that is a strip of reflective tape that has at least 2 square inches of surface area, on the rear so mounted and maintained as to be visible from all distances from 50 to 500 feet to the rear when directly in front of lawful upper beams of headlamps on a motor vehicle. A lamp emitting a red or flashing amber light visible from a distance of 500 feet to the rear may be used in addition to but not in lieu of the red reflector.

Bike Traffic Signals

Bicycle only traffic signals have been implemented in various cities to try to separate bikes from cars. Below is a picture of a bike only traffic signal in Madison at a very busy intersection of the bike path crossing several different roads.

Speaking of traffic signals and bicycles, did you know that Wisconsin biyclists can proceed through an intersection before a signal turns green if no other vehicles are present to actuate the signal and the bicyclist waits at least 45 seconds first?

346.37(1)(c)4.
4. Notwithstanding subd. 1., a motorcycle, moped, motor bicycle, or bicycle facing a red signal at an intersection may, after stopping as required under subd. 1. for not less than 45 seconds, proceed cautiously through the intersection before the signal turns green if no other vehicles are present at the intersection to actuate the signal and the operator of the motorcycle, moped, motor bicycle, or bicycle reasonably believes the signal is vehicle actuated. The operator of a motorcycle, moped, motor bicycle, or bicycle proceeding through a red signal under this subdivision shall yield the right-of-way to any vehicular traffic, pedestrian, bicyclist, or rider of an electric personal assistive mobility device proceeding through a green signal at the intersection or lawfully within a crosswalk or using the intersection. This subdivision does not affect any authorization for a bicyclist under subd. 2.

Getting back to bicycle only traffic signals, it seems that Madison is not the only city where drivers complain about bicyclists, money spent to make biking safer etc. See the comments below from a Portland Oregon newspaper after a published article on bicycle only signals in Oregon. The comments sound strikingly similar to comments in Madison papers regarding bicycle related issues and reflect the same vitriol towards bicyclists. Despite all of the negative comments in every bicycling related article in the last year, my ride to Concerts on the Square was wonderful, with all drivers acting courteously and giving the mandatory three feet before passing.

Good--put them up all over the city. I drive down Grand every night going to graveyard shift on North Columbia & can't count the number of times some ditz on a bike just blithely crosses an intersection without even pausing let alone stopping to check traffic. Gee, wonder why so many get run over. Of these brilliant riders (not generalizing just commenting on the dummies) 99.9% have no lights, no reflectors & are in dark (usually black) non-reflective clothes, perhaps the responsible bike people need to educate their brethren before more folks get injured or killed. If more money is needed, leave the basics (like water) alone Sam & set up a bike tax that will be reduced a lot if they take a "How to ride my bike smartly" class.

40% increase in state funding of education in the last 6 years and we haven't added a single instructional day to the school year, in fact the kids are spending less time in class.

So where is that money going?

Can't pay the teachers? It's not because of traffic signals.

Bike riders should be licensed just like cars if they want to share the roads in Portland. I have seen countless bike riders run red lights, drive between lanes of cars, not stop at stop signs, etc. With the money raised the bikers could be educated to follow the rules of the road and make it safe for everyone.

Also, it would be nice if bike commuters showered once they get to work so they don't make their co-workers sick from the body odor. Not to be rude, but they can clear a room with the smell.

I have nothing against bikers, they just need the same rules applied to them if they are to co-exist with cars.

I agree with Mari. Make the bike riders pay for a bike "license". Use the money to put in a pot to help pay for lights and green boxes. And then, when riders DON'T FOLLOW THE RULES, fine them and add that money to the pot. Also, fine them when they have no front or back lights. I can't tell you the number of times i have nearly hit a biker that has run stop signs, red lights, have had no lights at night, wearing black with no reflectors, etc. I have been lucky, I guess. I have slammed on my brakes just in the nick of time.

My housemate was hit by a car in that intersection. The car crossed over the bike lane to make a right onto the freeway, but didn't look for a bike. My housemate was thrown over the hood and landed on her back in the street. I am delighted that this intersection is being improved.

I'm no fan of Adams, his excessively pro-bike mission, or his idiotic spending sprees with taxpayer money.

But unlike the anti-bike knee-jerk reactionaries who have posted single sentences of nasty drivel thusfar, I'm not going to immediately assume that this is part of Herr Adams' masterplan to waste tax dollars on frivolous attempts to completely eradicate all cars from the streets of Portland.

My first question is - why this interesection?

Is there something about the traffic pattern that makes it particularly vulnerable to bike-related accidents?

I've been through most of the intersections in this town, and some of them look like they were designed by either a) a drunk lumberjack on horseback, or b) someone with a sick and twisted sense of humor.

The author would be wise to include the city's RATIONALE for choosing this intersection and their plans for future installations. Otherwise the simpletons are going to make up their own minds about their motives.

Badger State Trail Ride

Below are a few photos from a good ride on the Badger State Trail to New Glarus. There is a fun section near Fitchburg where cows travel under the trail and through a tunnel. Farther south, bicyclists get to ride through a long, dark, cold, tunnel. The path starts out paved near Fitchburg but changes to compacted gravel in the South. This trail takes riders all the way to Illinois. The paved sections are much more used than the unpaved.

This video shows a biker ticketed for riding outside the bike lane. The biker then goes on to document why it might not be safe to always ride inside the bike lane with funny examples.

In Wisconsin, bicyclists are generally required to stay as far to the right as is practicable unless they are traveling at the normal and reasonable speed of traffic at that time. Wisconsin bicycle law also allows for bicyclists to move left when reasonably necessary to avoid unsafe conditions, including fixed or moving objects, parked or moving vehicles, pedestrians, animals, surface hazards or substandard width lanes that make it unsafe to ride along the right-hand edge or curb.

Although Wisconsin biyclists are allowed to ride outside of a bicycle lane under the above conditions, No operator of a motor vehicle may drive upon a bicycle lane or bicycle way except to enter a driveway, to merge into a bicycle lane before turning at an intersection, or to enter or leave a parking space located adjacent to the bicycle lane or bicycle way. Persons operating a motor vehicle upon a bicycle lane or bicycle way shall yield the right-of-way to all bicycles and electric personal assistive mobility devices within the bicycle lane or bicycle way.

The Scott Get Up and Ride Wisconsin Bike Challenge is off to a great start. In combination with Bike Fed of Wisconsin, the Challenge encourages Wisconsinites to bike as often as possible. Points are awarded for trips taken and mileage. As of today there are 986 teams and 3,780 riders. The impressive part is that to date, the riders have logged 161,322 miles statewide and saved a total of $ 46,267.19 in gas.

There are various categories that are recorded in the challenge including transportation/commuting miles/ recreation miles and total miles. For the month of May, the Griessmeyer Law team logged the most total miles. For more info and to sign up a team go here.

WISCONSIN TEXTING DRIVER CHARGED WITH NEGLIGENT HOMICIDE

According to the Wisconsin State Journal, a young woman struck and killed a young man on East Johnson Street in Madison in October 2010. The collision happened just after noon after the young man stopped his car and had his hazards on. According to the WSJ story, the defendant told police she slammed on her brakes but there was no evidence at the scene of braking. Also mentioned in the story was the fact the the young woman's phone showed three (3) text messages were sent just before the time of the collision.

Texting and driving is becoming very popular. It seems every time I am at a red light and oftentimes whilst passing or getting passed by another driver-that person is texting. While Wisconsin does have a new texting law-enforcement is next to impossible. Since it is not illegal to dial a phone, it is difficult to prove that someone is texting and not just turning on their phone or dialing etc.

While there is nothing postive about texting while driving-people injured by drivers can often obtain the driver's phone records. Unlike a lot of other evidence that may be subject to multiple interpretations, text records showing exact times are very probative of negligence and in the case above even lead to felony homicide charges.
The lesson-don't text behind the wheel. You could kill someone and go to prison for up to 10 years.

Wisconsin Homicide by Negligent Use of a Motor Vehicle: Wis. Stat. 940.10(1)
(1) Whoever causes the death of another human being by the negligent operation or handling of a vehicle is guilty of a Class G felony.

To prove the above charge, the State will have to prove beyond a reasonable doubt that:
1. The defendant operated a motor vehicle;
2. The defendant operated a motor vehcile in a manner that constituted criminal negligence;
3. The defendant's criminal negligence caused the death of the decedent

Criminal negligence means:
1. The defendant's operation of a vehicle created a risk of death or great bodily injury;
2. The risk of death or GBI was substantial and unreasonable;
3. Drive should have been aware that his/her operation of a vehicle created the unreasonable and substantial risk of death or GBI.

Air Pollution Affects Breathing Ability of Car and Bus Commuters But Not Bicyclists

Believe it or not, a recent study found that drivers of cars and busses suffer breathing problems from air pollution during their commutes but bicyclists do not.

According to the study, subjects were given breathing tests after driving in cars, busses, and riding their bikes. The bus and car drivers exhaled less volumes of air within six hours of driving in traffic. The bicyclists were not affected.

Air pollution has shown to increase chances of asthma in children and also increases chances of cardiovascular problems. More on air and noise pollution here.

Scott Get Up and Ride Wisconsin Bike Challenge

Yesterday started the Wisconsin Bike Challenge. Currently there are 708 teams, 2,490 riders, and after only one day the riders have already logged 7,600 miles. The Griessmeyer Law Team is currently in 5th place out of over 700 teams logging 107 miles and 15 trips in the first day. Saris Cycling Group's Bike Bandits are off to an early lead. Wisconsin Triple Crown Bike Ride Series

Now that spring has arrived, Wisconsinites can look forward to three (3) century+ distance bicycle rides. On May 14, 2011 is the Arcadia's Brute with distances of 50k, 100k, 150k and 200k. June 25, 2011 is the Kickapoo Kicker with distances of 100k, 150k and 200k. On August 13, 2011 is the Dairyland Dare with distances of 50k, 100k, 150k, 200k, 250k, and 300k.

If you complete all three races and do not drop your distance (example-you can't do 100k in the first race and then switch to 50k in a later race) you will receive a jersey with the distances you compelted on the back-see above.

Mad Fiber Wheels at Rocket Bikes Verona

Rocket Bikes in Verona is now selling Mad Fiber Wheels. These fully carbon wheels have a weight of only 1085 grams per set and no rider weight limit. The spokes are full carbon and bladed like the edge of a knife. The wheels have been refined in the San Diego Wind Tunnel and according to the manufacturer never need truing.

According to manufacturer claims and assorted reviews, the wheels are light enough for long climbs, but strong enough for all weight limits, bumps, terrain etc. They are noted for performing particularly well in strong cross winds. These could come in quite handy for spring in Wisconsin in Dane County when it's always windy. Because of their lightness and strength, the wheels are also being used by cross racers.

In about one week, college students from all over the country will come to Madison to fight for 18 different National Cycling Titles in Roadraces, Time Trials, and Crits.

This is Madison's second year of hosting and there are an expected 100+ colleges with nearly 500 cyclists competing.

Each day and race takes place in a different location. Friday May 6, 2011 is the mens and women's road race at Blue Mounds State Park. Saturday is the team time trial at Trek HQ in Waterloo. Sunday is the criterium at Research Park in Madison.

CAN YOU GET A DUI/OWI ON YOUR BIKE IN WISCONSIN?

BUSTED FOR BUI?

Bicyclists often inquire whether a Wisconsin bicyclist could be cited for biking under the influence. Police can cite people for whatever they feel is appropriate. However, if there is no legal basis for the charge, then the prosecutor should dismiss the charge after review. Here is a brief analysis of a hypothetical Wisconsin BUI charge:

Is There a Violation of Wisconsin Law?

Wisconsin Statute §346.63 holds in relevant part: No person may drive or operate a motor vehicle while under the influence or with a prohibited alcohol concentration. To convict a person of this offense, prosecutors generally must prove: 1. That a person operated a motor vehicle in an unsafe manner as a result of alcohol or unlawful controlled substance use, or 2. That a person had a .08 or higher BAC at the time of operation.

Does a Bicycle Fall Within The OWI Statue?

“Motor vehicle” is defined in §340.01 (35) as a vehicle which is self-propelled, except a vehicle operated exclusively on a rail. “Self Propelled” is not defined in the Wisconsin Statutes. "Bicycle" is defined as “Every vehicle propelled by the feet acting upon pedals and having wheels any 2 of which are not less than 14 inches in diameter.” “Vehicle” is defined in §939.22(44) as “Any self-propelled device for moving persons or property or pulling implements from one place to another, whether such device is operated on land, rails, water, or in the air.

Although not defined in the statutes, the plain meaning of self-propelled is a vehicle that can move by itself-without human power. For example, a car left in drive, or a lawnmower in gear. Moreover, since §346.63 states, “motor vehicle,” under the plain meaning of the statute, a bicycle does not fall within because a bicycle does not have a motor. A “motor bicycle,” defined in §340.01 (30) as a bike to which a power unit has been added or a bike operated by an electric motor, may be a different story.

When a law is unclear, besides looking at the plain meaning of a word or phrase, a court will look to legislative intent. When they enacted the law, did the legislature intend to include bicycles? Since the lawmakers used the word “motor vehicle” it does not appear the legislature intended to include bikes. Unless lawmakers change the law to include bicycles, courts would likely follow the plain meaning of the statute which requires operation of a “motor vehicle.”

What About Refusing to Take a Test?

A Wisconsin driver consents to a blood, breath, or urine test by driving a motor vehicle on a highway. See §343.305 (2). Since the implied consent statute refers to motor vehicles, it is unlikely that a bicyclist stopped for suspected BUI would have to consent to a blood or breath test (unless some other law applied). Therefore, if a bicyclist refused to provide a sample of his or her blood, breath, or urine, a court could find that the refusal was reasonable, or that the refusal statute does not even apply.

What If a Bicyclist Injures Someone While Under the Influence of Alcohol or Drugs?

Unlike the above statutes which specifically refer to “motor vehicles”, the Wisconsin injury by intoxicated use of a vehicle law does not only refer to motor vehicles. §940.25 prohibits great bodily harm to another human by operation of a “vehicle.” If a Wisconsin bicyclist caused great bodily harm to another person while operating a bike intoxicated, he or she could face a potentially valid class F felony charge subject to a maximum 12.5 years prison and $25,000 fine. Note that “vehicle” is defined as self propelled, which may not apply to bicycles, however, since this statute includes vehicle and not “motor vehicle” the chance of being charged is much more likely than it is for a basic OWI. Furthermore, §346.02 (4) (a) holds that bicyclists are subject to the rules of the road, except provisions which by their express terms apply only to motor vehicles.

In sum, this attorney is unaware of any Wisconsin cases involving OWI for operating a bicycle. While the Wisconsin OWI law appears directed at motor vehicles, all bicyclists should always ride in a safe and courteous manner regardless of any law.

Note that this article is a summary of a hypothetical charge and as stated above, police are free to cite people for whatever they feel is appropriate at the time of arrest. Click for more information on Wisconsin bicycle and dui laws.

Louisiana Becomes 15th State To Create Bicycle Safety Zone Law

The great lawyer Clarence Darrow once said, "Freedom comes from human beings, rather than from laws and institutions." Will bicyclists ever be free to ride alongside motor vehicles in safety? Probably not. Will Louisiana's new three foot law for bicyclists change the attitude among some drivers toward bicylists using the same roads? Probably not.

The new Louisiana law, very similar to Wisconsin's three foot law, is intended to "save lives." It requires motor vehicles to leave a "safe distance" of at least three feet when passing a bicycle on the road and to maintain the distance until the vehicle passes the bicyclist. The law was passed in response to a Louisiana bicyclist hit from behind and killed.

Three foot laws and fines for drivers who violate them are better than nothing. However, road rage drivers and those who do not care about other human beings will not be stopped by a fine or even prison after they kill someone.

How do we make it safe for bicyclists and cars to co-exist? As Dr. Suess said, "Sometimes the questions are complicated but the answers are easy." Be careful and take care of each other.

Getting Through Winter

Last weekend it was sunny and the bike trails were in perfect condition for a nice ride to the Capitol to check out the protests.

As is often the case this time of year, the next day there was a snow/ice storm. Fortunately, there were two fun biking activities this past weekend and both were indoors.

1st was the SBR indoor 24 hours of cycling relay. Great turnout-7 teams and about 20 or so people actually spent the night. Some good close races between the teams including UW Tri Team, Mad City Velo, CCMC, and others. Imagine loud music and cheering going on for 24 hours straight. Some of the riders (fortunately not me) rode in the middle of the night and very early morning.

The 2nd was the MS ride fundraiser Super Spin at Pinnacle in Fitchburg for Patti's Pedalers. 2 hours of spinning. The best part was the bidding on songs. If riders didn't like a song (like David Hasselhoff singing), then they bid $5 to get the next song to play. A few songs went back and forth and got up to $15. Several hundred dollars was raised for the Wisconsin MS ride in August.

A short while ago, I wrote about a bicycle lawn mower invented here in Wisconsin. Wisconsonites can also get credit for the Saris bicycle powered blender. What next? Craig Smith from Milwaukee invented a bike snow plow! The bike is actually two frames side by side (one is a huffy) with two wheels in back and one in front. He rigged the plow to work with ropes and a bungee so if he hits bumps there is give like a truck plow. He says it works great for light snows of an inch to plow his 90 foot driveway when it doesn't pay to fire up the snowblower. The best part-the bike plow has a round steering wheel.

NEW INSURANCE LAW WILL AFFECT BIKERS

Bicyclists are often severely injured when invovled in a collision with a heavy car or truck. Oftentimes, drivers have no insurance or the minimum amount of coverage.

Bicyclists who buy minimum car insurance coverage (which includes under and uninsured motorist coverage) are at risk of getting hit by a driver and then having to pay for medical bills out of their own pocket even if they were not at fault.

Although the minimum coverage is currently $50,000 for death or injury of one person, it is expected to drop to $25,000 under the new insurance law proposal. Bicyclists can protect themselves by purchasing high amounts of underinsured or uninsured motorist coverage. This insurance often applies to bicyclists when they are hit by a driver with no insurnce or not enough.

Example of the effect of the new law proposal: You are biking and get hit by a driver with the proposed minimum $25,000. Your medical bills are $100,000. The driver’s insurance company gives you $25,000 and says sorry about the extra $75,000. Good luck. The hospital wants its $75,000 and the driver who hit you has no money. Fortunately for you, you bought car insurance that included underinsured motorist coverage. Unfortunately for you, the limit of your minimum coverage is $50,000. Your insurance company gives you $50,000 and you are still on the hook to the hospital for $25,000! This is in addition to your injuries, lost work, and other damages including any future medical care you need.

The new law proposal also seeks to get rid of "stacking." This means that if a person buys three insurance policies for three separate cars, the person can only use one of the three when they are injured-they cannot combine the policies. Unlike life insurance where if a person buys three policies, they get the benefit of each policy, if the new law passes, it doesn't matter how many policies a person pays for, they will only benefit from one.

Roads Getting Safer For Drivers and More Dangerous For Bikers

According to a recent article in JS Online, and traffic statistics from the Wisconsin DOT, the three year average for fatalities in cars and light trucks has reached a number not seen since World War II.

While the number of fatalities among operators of cars has steadily decreased, the number for pedestrians, bicyclists, and motorcyclists continues to rise. Last year alone saw an increase of about 30% in pedestrian fatalities.

Reasons suggested for the discrepancy include an increase in the number of people walking, bicycling, and motorcycling.

While I don't disagree that there may be an increase in walkers, bikers, and motorcyclists, my personal opinion is that the number of distracted drivers on the road today has increased dramatically. Bicyclists and others provide a narrow silhouette to a driver texting behind the wheel. Texting drivers may be able to see another car or truck out of the corner of their eye, but easily miss a bicyclist, especially if not expecting the bicyclist to be there in the first place. Obviously, bikers and walkers also face greater likelood of death or injury compared to another driver who is hit by a car. Distraction, combined with road rage from people who spend too much time on the roads, leads to more injuries. Unlike Illinois' tough new laws protecting bicyclists, Wisconsin drivers who injure or kill bicyclists generally do not face criminal penalties and instead are only subject to a very small fine.

Suggested ways to make the roads safer for people other than drivers of cars include things like, bike boxes, traffic beacons, more bicyclists on the roads, anti-texting laws, and driver education. Another very important aspect is everyone trying to work together rather than creating divisions of motorists vs. bicyclists.

Milwaukee Team Bike Time Trial 2011

This team bike time trial is part of the Great Lakes Multisport Expo. The expo takes place January 29-30 at the Milwaukee County Sports Complex in Franklin. 6000 West Ryan Road, Franklin, WI 53132. In Charge is Cole Braun, founder of Racers Against Childhood Cancer. Cole is a great person and has done a wonderful job organizing this great event in the past.

The expo is in its third year and the past two have been a huge success. There are exhibitors selling everything from bikes, bike parts, shoes, swim suits, nutrition, and advertising races and rides across the country. Two years ago they had a zero gravity treadmill. You run with half a suit on and it takes away something like 90% of your bodyweight. Designed for very high mileage and runners with injuries, it is like running in water but you are on a treadmill so there isn't the same drag. In addition, there is an endless pool with video analysis and also a 5k run to start the expo. Last year Milwaukee elite triathlete Gwen Jorgensen went sub 17:00 to easily win the women's race.

The highlight is a team bike time trial on indoor computrainers. This always sells out. There is also an individual bike time trial. The individual is open to 64 riders and is approximately 10 miles long. It costs $20 and includes entry into the Expo, t shirt, and you pick your time to ride between 10:30 a.m. and 3:45 p.m.

The infamous team trial consists of a 30 minute time trial with a 15 minute change over period. The course includes rolling hills and flats. This year there are supposed to be multiple team time trials with different numbers of riders (4 to 8) and also different lengths of time. This race is seriously fun to watch because you can see on the screen exactly where each team is. The finish is the best part because everyone in the Expo gathers to watch and starts cheering for the second place person to chase down the leader.

The race is usually close between Team Gear Grinder and IS Corp if I remember correctly.

Illinois Getting Tough on Drivers Who Injure Bicyclists

Now that 2011 has arrived, the new Illinois bicycle saftey legislation signed into law in July will take effect. Governor Pat Quinn signed the new laws at a bike shop and talked about riding bikes as a kid. He also said, "The road belongs to everyone," and "Leave no child inside."

The new Illinois State Laws strengthen the existing three foot law and provide criminal penalites for reckless driving and driving unessessarily close to bicyclists. Depending on the type of injury, a driver could be charged with a misdemeanor or felony for causing injury to a bicyclist by driving too close. The misdemeanor charge is the same as a first offense dui in Illinois.

The Illinois legislation also created a "share the road" campaign involving license plates. Funds raised through purchases of the plates go towards bicycle saftey campaigns.

Currently, Wisconsin has a three foot law to protect bicyclists. However, unlike Illinois, there are generally no criminal penalities for injuring a bicyclist. If a Wisconsin driver violates the three foot passing law, he may be fined not less than $25 and not more than $200 for a first offense, and not less than $50 and not more than $500 for a second offense within four years. That is a best case scenario. Sometimes, a driver may hit a bicylist trying to pass her, and not even get cited dispite obviously not giving at least three feet. The Bike Federation of Wisconsin is currently working on vulunerable user legislation and hopes to get new laws on the book that will provide additional protection to bicyclists like Illinois.

Los Angeles is working to strengthen its municpal laws regarding protecting bicyclists as well. Referred to as the "anti-harrassment" law, the Los Angeles City Council recently unanimously approved moving forward with preparation of an ordinance that would make threats, harassment, or assaults on bicyclists a civil violation with fines of up to $1000 or actual damages, whichever is greater.

While it is disturbing that states are having to create new laws to specifically prevent drivers from recklessly injuring bicyclists, it is good to know that people are aware of the problems bicyclists are facing across the country from careless and reckless drivers. It is no longer just bicyclists who are aware of the multitude of drivers who intentionally harass and jeopardize the lives of bicyclists.

Below are a few comments regarding the new law from a Chicago Newspaper. It seems these people do not understand that a several thousand pound car is much more likely to cause injury than a bicyclist. I wonder if these people also feel that laws protecting children in cross walks and school zones are pointless and if the children get hit by a speeding car it is the child's fault and not the drivers? How about looking at fellow human beings and caring about them. The fact that you saw a bicyclist go through a red light in the past or give you the middle fiinger does not mean you should pass a different cyclist days later without giving at least three feet.
COMMENTS

This is an idiotic piece of legislation. The far greater problemns if the 99% of cyclists who run stop signs, drive against the traffic, blow through intersections, and disregard every known traffic law. Yet somehow they manage to save time to give you the finger or kick the side of your car when they blast through a stop sign.

what about protecting motorist when bike riders disobey the laws and cause accidents, ride against traffic lights ,dont stop for stopsigns, ride in middle of streets,ect ect ect, Quinn you dont have any idea and yyour just stumping for votes as you know you are on way out. Your party had eight years now and you did nothing but bring this state down

What about bicyclists who ride recklessly and unneccessarily close to vehilces and pesdestrians, or wilfully run lights? What a stupid law, the traffic laws are already sufficient to penalize bad drivers!

Get Your Ride in Whilst Cutting the Lawn

It seemed for many years that One of the main purposes of technology was to lessen the amount of work done by people. People invented electronic wash machines, toothbrushes, robots, dishwashers, cruise control, scantron tests, remote controls, and motorized lawn mowers.

Imagine someone inventing a machine that creates more work than existing technology. Why would anyone do this? Maybe to spare the environment, help curb obesity, or maybe because exercise makes people more healthy and also smarter.

Engineering students at UW-Madison recently invented a cycle powered lawnmower. Similar to a recumbent bicycle, the operator pedals the machine which moves about twice as fast as a push mower and cuts the lawn. The students estimate a normal person could ride/cut for about one hour. Great idea. Although I know if I bought one of these I would start timing my lawn mows, keeping records and trying to cut times in addition to grass.

Biking Makes Girls Smarter

It's official. Biking to school makes girls smarter. A recent study in Spain examined the effects of biking and walking to school compared with riding in a car or bus. Of the 1700 high schoolers aged 13 to 18.5 who particpated in the study, about 65% either biked or walked to school.

The study determined that girls who bike or walk to school scored higher on verbal, numeric,and reasoning abilities. The study also found that those with a bike/walk commute longer than 15 minutes score higher than the students who only biked/walked for 15 minutes or less. The same results were not found in the male subjects.

Suggested reasons for the higher scores from the girl bikers include:

1. more oxygen to the brain
2. biking may take longer than a car ride-thus there is time to reflect and prepare for the day
3. the outside environment stimulates the brain compared to a person sitting in a car or bus

I can't say that I am surprised by the findings. Some of my best studying has taken place on long runs. There is something about exercise that clears my head and I am able to organize and memorize information better. It's also a lot less frustrating going through information in my head when exercising rather than sitting at a desk. Like most people, I also notice more energy and a sense of relaxed-ness after commuting to work by bike.

Maybe the kids in the study were able to score higher on the tests because they were better prepared to sit and listen to directions compared with other students who were just sitting on a bus or in a car. When I used to teach 5th grade, students were very slow in the mornings and took a while to wake up. On the other hand, after we would come in from a fun soccer game at recess, or after the mile run, they were tired for a minute or two but then I noticed they were able to work very dilligently for long periods of time and there were way less behaivoral issues after exercise. Also in terms of behavior, the kids who played the hardest at recess were generally the best behaved. Winter cold/snow days with indoor recesses made for very long days.

I also noticed that my energy level as a teacher increased after playing soccer outside at recess. I always told myself if I stopped teaching I would model my work day after an elementary school day with at least one short "recess" and one long recess after lunch.

Moral of the story. Exercise and you will get smarter and more fit.

Milwaukee Santa Rampage Bike Ride

This past weekend was the Santa ride in Milwaukee. The ride was in it's 10th year according to word on the street. We met on Downer Street at bike friendly Cafe Hollander. From there is was on to Lakefront Brewery and then a few other stops including Kochanski's Concertina Bar for some free tamales and a great polka band. Unfortunately we didn't get the expected snow storm until the next day. Great turnout, a few hundred riders and lot's of smiling faces throughout the neighborhoods. There is another Santa Rampage in Madison on December 18, 2010 leaving from Espresso Royal at 11:00 a.m.

First Snow Bike Ride

Yesterday was the first snow of the year here in Madison. This morning was beautiful and sunny with very little wind. After about five minutes on the bike, it felt like a summer ride. Keep Your Bike Out of Reach From Thieves

It seems as though bike thieves will find a way to steal no matter what type of lock is used on a bike. One possible solution is to use bike lockers. One reason bike lockers work is because people do not know what if anything is inside the locker. This obviously does not work when your bike is visible to the public. How can bikers protect their bikes when a bike locker is not available and the bike will be visible to all who walk/ drive by? Answer-Put your bike out of reach of everyone except you.

German engineers recently invented a contraption that lifts bikes up in the air out of reach of would be bike stealers. Although it's a great idea and looks really cool-especially with the key remote that sounds like a car alarm, it also looks seriously heavy and cumbersome. Since the bike lifter was invented as part of an engineering contest, they may also not be available for sale.

2010-11 Madison Winter Biking

For some people, winter does not mean the end to biking. While many people switch to spinning indoors or riding trainers, some choose to keep riding through the winter.

A local group calling itself Madison Bike Winter is seeking to get group rides (among other things) going during winter. The first event will be a Great Dane to Great Dane ride on Wednesday December 15, 2010. Leaving at 5:30 p.m. from the downtwon location and riding to the Hilldale location for a beverage (Hot chocolate?). Then back to downtown for food and beverage. Riders are encouraged to join along the way or meet at Hilldale and ride only half.

Bike winter also organizes Full Moon Bike rides throughout the winter. The most intersting are the "snow bike rides." Leaving from the City County Building at 6p.m., these rides will take place during declarations of snow emergencies on the Madison website. Other winter biking in Madison area includes the Bombay Freezaroo 30 on 11/28/10. A 30 miler leaving from Garner Park and going to Cross Plains.

UW Cycling Wins King of Style Collegiate Jersey Design Contest

By a mere margin of 12 votes, UW Madison Cycling recently won the National Collegiate best kit contest. UW Milwaukee Finished 8th in the contest. Madison beat rival bike friendly city Davis, California by 600 votes. Coming in second place was Oklahoma. Apparently upset by the loss, one facebooker had this to say to the UW Madison champs, "Congrats Wisconsin on the win at the only competition you could ever beat OU at." Congrats to UW Madison Cycling, there were some very cool kits from around the country. See below.

Madison Police Giving Free Lights to Bikers

Remember getting baseball cards from the police when you were a child? Madison police have recently given away 50 bike lights provided to them by Planet Bike. The giveaway is part of "Operation Illumination," and the purpose is to increase bike saftey and get more people to ride with bike lights at night.

Bike officer Chris Masterson, spearheaded the operation and with the help of several other officers gave out the 50 lights. Masterson is a triathlete and is certified by the International Police Mountain Bike Association. His training included riding up and down stairs, dodging rocks and other objects, stopping quickly, dismounting while riding, weapons training. The advanced training includes things like riding teeter totters and balance beems.

Milwaukee Indoor Bike Park

Within a week, Milwaukee will be home to one of only two indoor mountain bike parks in the world. Ray's Indoor Mountain Bike Park is 111,000 square feet of biking fun in a building formerly occupied by a Menards. Trek Bikes provided funding for the park which features "an ever changing array of obstacles."

If the Milwaukee bike park is anything like the original in Cleveland, Wisconsinites are in for a treat. Prices will be $19 a day and $24 on weekends with season passes for $299. Grand opening November 13, 2010.

Culture and Bike Helmet Usage

It is clear from personal observation how much bicycle helmet usage has increased in the U.S. in the last 20 years-especially among children. Looking back on my BMX and middle school biking days, I didn't own a helmet and none of my friends did either.

I'll never forget the time my older brother went on a ride with his friend. It was a warm summer day and my family was sitting on the patio. As he retrieved his Trek 1000 from our garage in Sheboygan, my parents reminded him that he had to wear his helmet. He and his friend traveled off down the road. Unbeknownst to us, about a block down the road, he threw his helmet in a bush. Several miles later he hit a pot hole going about 20. I was sitting with my parents on the patio when a police car pulled up front. The officer opened his trunk and took my brother's bike out. He carried the bike up and told us my brother crashed and had some bad road rash but was o.k. When my parents asked, "he had his helmet on right,?" the officer said, "No, I don't remember seeing any helmet."

Why did he throw the helmet in the bush? Probably because he thought it wasn't cool to ride with a helmet. According to a recent Wall Street Journal article, only 0.1% of Dutch bikers where helmets. It appears to be the result of tradition and image. For example, during a recent push to get children to use bike helmets, one father of four said his children would rather go to school naked than wear a bike helmet. Others say helmet usage in the Netherlands is limited because of the safe bike paths and bikers are less succeptible to bad drivers. Also noted was bikers concern of helmet appearance and the fact that no one uses them. Some bikers are even ridiculed for wearing helmets including a man mentioned in the Wall Street Journal article who said people yelled at him, "We're not in Germany," when he rode with a helmet.

Despite the unpopularity in the Netherlands, various groups are working to increase helmet usage and are wisely targeting young children who may be more inclined to make a change from the local customs.

Driver Who Killed Bicyclist Laughs About It.

This disturbing video shows a driver who killed a bicyclist laugh after her friend called her while she was in jail and told her that another friend said she did the world a favor by taking out a "f-ing tree hugger, a bicyclist, a frenchman, and a gay guy all in one shot. He is proud of you."

The caller also tells the driver who killed a bicyclist that she should get a medal and a parade. When the caller says, I know that's terrible," the driver says, "no it's not." She then says, "I would have to agree though," and laughs more.

The driver got ten and a half years in prison.

Madison was a host city for the New Belgium Urban Assault Ride this past weekend. Racers had to have one partner and travel the city in the fastest route they could find covering five stops plus two mystery stops. Stops included Montys Diner, Saris, Fleet Feet, REI, Eriks bike shop, Brittingham Park, and the Children's Museum. According to Rails to Trails,

AAA recently advocated for eliminating federal money that is used to help build bicyle and pedestrian trails. In the past, the federal money created almost 20,000 miles of trials for biking and walking all across the United States.

Recent shortfalls in annual highway funding are be used to argue that the federal money should go towards highway funds and not bicycle and walking trails.

As with all things, there needs to be a balance. Money will always be needed for maintaining our Nation's many highways and some people will never walk or bike when they can drive instead.

However, the increase in bicycle trails helps decrease the amount of highway funds needed because the more people biking instead of driving, (even for short trips such as going to the grocery), the less traffic, and the less money needed for maintaining the roads. Drivers who drive to work everyday should be very happy with those who choose to bike because it creates one less car for them to get stuck in traffic with and creates one more parking spot when they get to their destination.

Badger State Trail Completed

Saturday marked the final completion of the Badger State Trail. This trail stretches from Fitchburg to Freeport Illinois traveling through or near the towns of Paoli, Belleville, Monticello, and Monroe.

The total distance is about 40 miles. The trail connects with Capital City trail, Military Ridge, Sugar River, and the future Cannonball trail.

I was on hand for the ribbon cutting ceremony and speeches. About 50 or so bikers were present for the ribbon cutting and a nice ride along the new section. According to the speeches, the trail's success was due to Representive Spencer Black, the Wisconsin DNR, Fitchburg Alder Steve Arnold, the Mayor, and State Senator Risser whom one of the speakers joked began working on this trail just after Wisconsin was granted Statehood.

Riding Two Abreast in Wisconsin On a Bike

The Wisconsin law regarding riding two abreast states that it is legal to ride two abreast as long as the rider is not impeding the normal and reasonable movement of traffic. In a legal statute, each word carries important meaning. For example "normal and reasonable" can be a potential defense. If a car is only behind two bicyclists for a very short time at a very busy intersection and would not have been able to go any faster, then the bikers are not impeding normal and reasonable movement. Another consideration is whether the vehicles on the road including the bicycles had sufficient time to get up to speed.

Another defense is that a driver may not pass a bicyclist unless the driver has a minimum of three feet clearance. Therefore, if there are two bicyclists next to each other and the driver couldn't pass the biker on the right with at least three feet clearance, the driver cannot pass either of the bikers until it is safe, so the bikers are not impedeing traffic.

Finally, this statute by its plain language does not apply unless the bikers are riding two abreast. While not defined in the statute, the dictionary definition of abreast is: "Beside one another with bodies in line." Therefore, if a bicyclist is behind another bicyclist but slightly off to the side, they are not riding two abreast and this statute should not apply. Note however, that bicyclists generally must ride as far to the right as is safe and practicable under the circumstances existing in that particular place of the road.

While this statute allows riding two abreast under certain circumstances, all bicyslists should always ride in a safe manner, and should always be courteous to all drivers on the road whether or not the bikers have a "right" to ride a certain way. Even if it is legal to ride two abreast under certain cirucumstances, it is always a kind gesture to tighten up into single file whenever safe to do so.

Wis. Stat. 346.80 (3) (a).

“Persons riding bicycles or electric personal assistive mobility devices upon a roadway may ride 2 abreast if such operation does not impede the normal and reasonable movement of traffic. Bicycle or electric personal assistive mobility device operators riding 2 abreast on a 2-lane or more roadway shall ride within a single lane.”

Bicycle only subdivisions

Plans are underway in Columbia South Carolina to create a bicycle only subdivision. The subdivision will be about 4.5 square miles and include bike trails, walking paths, fish ponds, and energy efficient housing. All motor vehicles will be parked outside the subdivision. The developers located the subdivision near an Amtrak stop and hope other cities will develop similar subdivisions that can connect to each other.

Why is this a good idea

1 kids could play in the roads without fear of getting hit by cars
2 neighbors would interact more and there would be a stronger sense of community
3 people would be forced to walk or bike making them healthier
4 the air in the neighborhood would be cleaner
5 there would be no motorist vs bicycle altercations within the subdivision

Potential concerns?

1 fire, ems, police, postage
2 how do kids learn traffic safety
3 inclement weather

Here in Madison, bike riders get a taste of what a bike only subdivision would be like during the two ride the drives each summer. Additionally State Street limits vehicle traffic to mostly buses giving bikers most of the area to themselves. Based on the popularity of ride the drive and State Street maybe Madison would be a good place for the next bike only subdivision

MORE BIKERS=SAFER STREETS?

There is a definite conflict taking place between drivers and bicyclists. Some say the solution is to encourage people who usually drive to start spending more time on their bikes. The theory is that if more people biked, then those same people would drive in a safer manner and be less judgmental of biker behavior.

Social Psychologists have determined that people with closely held attitudes, values, and intersts are more likely to share interpersonal relationships and more likely to get along with each other. Social Psycologists explain that humans tend to relate to others who share the same beliefs because it validates the values they share.

Is it true that if more people rode bikes they would relate better to bicycling, and bicyclists? Would the new riders care more about bicycling related issues and saftey?

According to a recent msnbc story, the Mayor of Los Angeles has recently decided to campaign to make streets safer for bicyclists, has decided that bikes belong on streets in addition to cars, and has announced plans to convene a bicycle saftey summit. Why? Because he was recently injured on his bicycle when a cab cut across the bike lane in front of him during his "first ride on city streets since taking office," about five years ago.

WISCONSIN TEXTING LAW

Drivers on the road today are more distracted than ever with phones, gps, email, and texting behind the wheel. Bikers face more risk than ever. According to recent studies from Virginia Tech and Clemson, texting drivers are 23 times more likely to crash, and texting drivers leave their lanes at a rate ten times higher than other drivers.

A Wisconsin lawmaker recently described texting while driving as more dangerous than drunk driving. Wisconsin currently has an inattentive driving law that prohibits drivers from being so engaged or distracted as to interfere with safe driving of the vehicle. A new Wisconsin texting law has been passed and will be effective December 1, 2010. The texting law prevents Driving any motor vehicle while composing or sending a text or email.

How does this apply to a bike accident? If a driver hits a bicyclist and there is reason to believe the driver was texting, the driver should be interviewed about this. The biker's lawyer can also subpoena the driver's phone records. Proof of texting can be used to prove the driver was at fault for the colission.

DANE COUNTY SHERIFFS HELPING MONITOR ROADS

On my ride with friends this weekend in Dane County, I noticed a Dane Sheriff drive by. We later saw him on the side of the road parked and watching traffic and then also saw him drive by from ahead of us and behind us multiple times. Although I didn't get a chance to say hi or thank him, I am assuming he was monitoring the area for bike and vehicle traffic and to make sure everyone was riding and driving according to the rules.

It could be due to the upcoming Ironman, or the Centurian Ride, or the recent tension behind drivers and bicyclists. Maybe he was just out to keep the roads safe. I am not sure, however, it was very nice to know he was out there, and he did seem to keep all the riders riding single file and safe, and I didn't notice any problems with road rage drivers or unsafe driving either.

I hope bikers continue to ride in a safe, courteous manner, and drivers continue to remember how fragile a person is when biking on the roads. Thanks to the Dane Sheriffs for keeping everyone safe and happy.

Safest Place To Stop A Bike At A Red Light?

When coming up on a red light, bikers usually have to decide whether to stop behind any cars in front of them or off to the side of the stopped cars. Sometimes the particular roadway will limit the bikers opportunities. If there are cars parked in the right lane and there is no bike lane, it may be easier to stop behind a stopped car rather than to the right of it. If there is a bike box in place, the bikers may have an opportunity to pull in front of the stopped traffic.

The problem with stopping behind a car is the possibility of getting rear ended by an approaching car from behind. The problem with stopping to the right of a parked car is that the biker may be in the driver's blind spot. When the light turns green, the driver may have no idea the biker is on the right, and the driver could make a right turn into the biker. It is particularly dangerous to stop to the right of a bus, semi, or other large vehicle like a garbage truck. Even if there is no turn signal at the time of stopping, the driver could change his or her mind.

To limit the possibility of a collision, try stopping to the front right of the stopped car. This way, the car will have a better chance of seeing the bicyclist. Also, do not stop behind a parked car with other vehicles approaching. If necessary to stop behind a car, wait off to the side and then pull in after a car stops behind the front car.

MUDDY BUDDY CHICAGO

Muddy Buddy Chicago is a bike/run race consisting of two person teams. Each teammate runs and bikes about four legs, covering the same course at the same time with bike handoffs about every 5 minutes. There are about 4-5 obstacles including a military style wall, balance beam, and huge mud pit at the end.

The course is similar to a cross race but includes running as well. Almost all of the course is on trails, lots of mud and a bunch of hills. My brother and I finshed 1st in our age group and 6th of about 1400 teams. For the race report, click here.

Bike Trail Restaurant

According to recent local news, a Madison restaurateur is interested in creating a restaurant on the Southwest Bike Trail that is only accessible by bike. Maybe they will serve Paris Brest desserts (wheel shaped pastries named after the famous bike race).

Combining food with bicycling is done in various ways throughout the U.S. A few examples include touring rides that stop at restuarants or even Wisconsin farms for meals, a Taco Bike (rolling taqueria, discounts for those who show up on bikes, bike valet service, and restaurants with built in wood bike racks inside the restaurant and a homemade waffle delivery by bike business.

Madison Ride The Drive June 2010

Madison's second Ride the Drive turned out great. According to local news accounts about 30,000 community members showed up to enjoy the nice day until the rain came at about 3:30. Note that Chicago only gets 20,000 riders for theirs. I was impressed with the separate lanes/routes for small children and with how friendly everybody was. One of the coolest things I saw besides a bike with a grill on the back, was the stationary electricity producing bicycles that powered music for a stage. The bikes actually have electrical cords attached to them to transfer the electricity produced. See below. The next Ride the Drive is in August with Lance Armstrong making an appearance.

WISCONSIN DOORING LAW FOR BICYCLES

Published on June 22, 2009, the Wisconsin Dooring law (Wisconsin ACT 22)imposes fines for drivers who open their car doors into bicyclists. More importantly, the law creates a duty for drivers to open their car doors in a safe manner without interfering with bikers on the road:

"No person may open any door of a motor vehicle
located on a highway without first taking due precaution
to ensure that his or her act will not interfere with the
movement of traffic or endanger any other person or
vehicle.

(b) The operator of a motor vehicle located on a highway
may not permit any person under 16 years of age to
open any door of the motor vehicle without the operator
first taking due precaution to ensure that opening the door
will not interfere with the movement of traffic or endanger
any other person or vehicle."

The act also changed the previous law which required bikers to ride at least three feet from cars. For the actual Wisconsin Statute, see Wis. Stat. 346.94(20)

WNBR Cross Plains Ride 2010

Last night was the WNBR ride leaving from Indian Lake Park. Perfect weather, lot's of bikers and a great night. It didn't start raining until just after everyone finished riding. These rides are offered every Wednesday and get a huge turnout. The best part is that there are speeds for every type of rider from fast to walking up hills. MADISON BIKE BOX

Madison got its first bike box this week. The box, painted red and made out of material that is supposed to weather the winter, is located near Willy St. and John Nolen Drive downtown.

The point is to allow bikers to get in front of cars at a light so the cars see them and don't turn right into the bikers etc. The bright red color also alerts drivers that something is different in the area and hopefully will keep them on the lookout for bikers and pedestrians.

MADISON RIDE OF SILENCE

Yesterday was the Madison ride of silence. These rides took place all over the nation to honor those who have died riding their bicycles. Our ride had about 40 people and traveled downtown, past the Capitol, down East Wash, and back towards the park. Before the ride there was some singing and poetry. We had a bike cop riding along with us and he stopped traffic once near Machinery Row Bikes but other than that everyone rode according to laws. The ride seemed to make a postitive impression with those we rode by.

WHEELS ON WILLY CRIT 2010

This past weekend was the Wheels on Willy Crit put on by Chronometro near downtown Madison. Nice weather, good neighborhood, and friendly people. The women's race was dominated by two women who broke away very early and destroyed the rest of the field.

RESTORING HOPE RIDE MIDDLETON, WISCONSIN

This past weekend was the Restoring Hope Ride starting and finishing from Capital Brewery in Middleton. The annual ride (100k, 50k, or 5k) raises money for the Transplant House in Middleton. The house, which is not open yet, will provide a place to stay for patients and their families during the time they are in Madison for organ, bone marrow, and other transplants. The house currently has 10 bedrooms and after renovations will have 16, each with its own bathroom.

The ride is organized by Andy and Karen Boryczka, rider extraordinaires, and overall great people. Andy has ridden and organized several long distance/cross country type rides and this July will be leading a ride from Wisconsin, across Lake Michigan on the Ferry, and around Michigan. MADISON POLICE STING DRIVERS WHO DON'T STOP

According to WSJ, Madison police have set up a sting on May 11, 2010 to help drivers stop for pedestrians in downtown Madison. In 40 minutes over a dozen drivers were given warnings for failing to stop.

Various Wisconsin laws apply to pedestrians in the crosswalks including 346.23(1):
(1) At an intersection or crosswalk where traffic is controlled by traffic control signals or by a traffic officer, the operator of a vehicle shall yield the right-of-way to a pedestrian, or to a person who is riding a bicycle or electric personal assistive mobility device in a manner which is consistent with the safe use of the crosswalk by pedestrians, who has started to cross the highway on a green or "Walk" signal and in all other cases pedestrians, bicyclists, and riders of electric personal assistive mobility devices shall yield the right-of-way to vehicles lawfully proceeding directly ahead on a green signal. No operator of a vehicle proceeding ahead on a green signal may begin a turn at a controlled intersection or crosswalk when a pedestrian, bicyclist, or rider of an electric personal assistive mobility device crossing in the crosswalk on a green or "Walk" signal would be endangered or interfered with in any way. The rules stated in this subsection are modified at intersections or crosswalks on divided highways or highways provided with safety zones in the manner and to the extent stated in sub. (2).

346.37 (1)(a)1 holding: vehicular traffic shall yield the right of way to other vehicles and to pedestrians lawfully within the intersection or an adjacent crosswalk...." and

346.34(1)(a)3 hodling the operaator of a vehicle shall yield the right of way to a pedestrian, or to a person who is riding a bicycle....in a manner which is consistent with the safe use of the crosswalk by pedestrians...

Of course there are about 50 comments related to the WSJ article of people fighting over what the law means and who is right. I stop my car for pedestrians and bicylists whenever I see them waiting to cross the road-especially children. I also watch for oncoming traffic to stop for kids and honk my horn if a child is crossing and it looks like another car is coming from the other way. This is done out of courtsey for people who are walking and biking, not because it is the law.

EX-COP GUILTY OF LYING AFTER THROWING BICYCLIST TO THE GROUND

The former (he resigned from the police department) NY Cop who was caught on video shoving a critical mass bicyclist to the ground was found guilty of filing a criminal complaint that contained false statements concerning the cyclist.

The ex-officer said that the biker intentionally knocked him down by swerving his bike into the officer. Although the ex-officer was also charged by the prosecution with reckless assault, the jury acquitted him of this charge. He faces up to four years in prison for lying and saying he was knocked down by the bicyclist who he took out. The ex-officer had only been an officer for 11 days at the time of the incident.

BIKE ADVOCACY IN MADISON, WISCONSIN

Now that Spring is here, the public and press are fired up about bicycling, new proposals for saftey, and other advocacy issues. Just this morning, there was an article in the Wisconsin State Journal discussing Mayor Dave's trip to the Netherlands with other important Wisconsin bicycle policy makers. For those of you who attended the Bike Fed Summit, you are already familiar with the Netherlands trip.

According to the WSJ article, a few of the new and important bicycle issues that could be implemented in Madison based on information learned in the Netherlands include:

1. Colored tape markings for bike boxes (Madison currently has bike boxes at the five-point intersection of Blair, Wilson and Williamson streets, and the intersection of State and Henry streets).

2. A bike light- a traffic signal specifically for bicyclists.

BOMBAY BICYCLE CLUB MADISON WI RIDE MAY 2010

Yesterday was the Bombay Bicycle Ride leaving from Lakeview Park in Middleton and traversing Dane County. It was a beautful day to ride. I would estimate about 50 bikers started and the organizer had us form groups by pace. The scenery and lack of cars was about as good as it gets on any bicycle ride. Enjoy the pictures below. Bike Fed Bike Summit

Thanks to the Bike Fed of Wisconsin for its recent Bike Summit in Madison. Hundreds of bikers came from around the state to learn about new programs and to advocate with our senators and reps at the Capitol.

I had the opportunity to meet a lot of new bike advocates and also got to take part in the lobbying at the Capitol. It was a great experience all around.

Free Meal for Bicycling At Crown Plaza

The Crown Plaza Hotel in Copenhagen is offering a free meal to cyclists who generate 10 Watt hours of electricity for the hotel. According to BBC news this will take an average of 15 minutes riding a bicycle plugged into the wall. The bikes will also have IPhones on the handlebars that measure the amount of power generated for the hotel.
